RTCTools OpenMI SDK read me file.

This is the RTCTools version of the OATC's SDK (OpenMI Association Technical Committee).

The source code of OATC's SDK was taken from:
https://svn.code.sf.net/p/openmi/code/tags/OpenMI-1.4.0 (revision 525)

The namespaces have been adjusted, to avoid problems with multiple occurrences of
e.g. Oatc.OpenMI.Sdk.Backbone.dll (the OATC's Configuration Editor is not able to load
multiple versions of such a dll.0).
