Uitleg Stormvloedwaarschuwingsdienst (SVSD)

Geen = ongewoon=20 beeld in Nederland: Buiten giert de wind en over de radio = het=20 bericht dat er verhoogde hoogwaterstanden worden verwacht.=20 Op grond van deze verwachtingen adviseert de=20 Rijkswaterstaat dijkbewaking in de volgende sectoren:=20 ...Dat betekent: slecht weer, met mogelijk nog = slechter weer in de achterhoede. De = Stormvloedwaarschuwingsdienst is=20 paraat en houdt de ontwikkelingen in de gaten.

Sinds = de=20 watersnoodramp van 1953, waarbij een combinatie van = springtij en=20 noordwesterstorm grote delen van Zeeland en Zuid-Holland = onder water=20 zette, zijn de dijken in ons land niet meer doorgebroken. = Maar bij=20 extreme weersomstandigheden lopen ze wel degelijk gevaar. Je = kunt op=20 onze dijken vertrouwen, maar niet blindelings. Waakzaamheid = is en=20 blijft geboden. Deze website licht u in over de organisatie = van die=20 waakzaamheid, over de samenwerking van KNMI en = Rijkswaterstaat, over=20 windopzet, voorwaarschuwingen, waarschuwingen, alarmeringen = en het=20 dijkleger. Geen overbodige luxe voor een volk dat voor de = helft=20 woont en werkt beneden de zeespiegel.

3DkustaanvalOnze kustverdediging = wordt regelmatig=20 en systematisch gecontroleerd op zijn betrouwbaarheid. Dat = doen=20 Rijkswaterstaat en de waterschappen. Het oppertoezicht = berust bij de=20 Rijkswaterstaat. Die is er ook verantwoordelijk voor dat de=20 provinciale toezichthouders en de dijk- en keringbeheerders = worden=20 gewaarschuwd voor gevaarlijke hoogwaters, die worden = veroorzaakt=20 door hoge afvoeren, wind en door eigenlijke getijbeweging. = Twee keer=20 per etmaal hebben we op de Noordzee hoogwater. De mensen = noemen dit=20 ook wel 'vloed' maar dat is onjuist: vloed is zolang het = waterpeil=20 stijgt, hoogwater als het hoogste peil is bereikt. =

De=20 voornaamste getijgolf komt de Noordzee in langs de Schotse = kust; een=20 minder sterke golf door het Kanaal. Het hoogteverschil = tussen laag-=20 en hoogwater is daardoor niet overal gelijk. Elke plaats = heeft zijn=20 eigen tijverschil. In Vlissingen bedraagt het gemiddelde = 3,80 meter.=20 Het tijverschil neemt noordwaarts langs de kust af tot = gemiddeld=20 1,40m bij Den Helder. Vervolgens loopt het weer op: bij = Delfzijl is=20 het gemiddeld 3 meter. Maar dit zijn theoretische getallen. = Welk=20 getij er in werkelijkheid optreedt, hangt niet alleen af van = de=20 stand van de zon en maan. Het weer kan daar ook grote = invloed op=20 hebben, en dan vooral de wind. In het bijzonder de beruchte=20 Noordwesterstorm, die een vrije waterbaan heeft ter lengte = van de=20 Noordzee, stuwt het water op tegen de Nederlandse kust. De = windopzet=20 hangt af van de richting, de kracht en de duur van zulke = stormen.=20

3Dkering=20Onze dijken kunnen wel tegen een = stootje. Na de=20 stormramp van 1953 zijn de zeeweringen in het Deltagebied en = langs=20 de overige kust systematisch verbeterd. Met het gereedkomen = in 1997=20 van de Stormvloedkering Nieuwe Waterweg werd het Deltaplan=20 afgesloten. Uitgezonderd de Westerschelde zijn onze zeegaten = gesloten of kunnen tijdelijk afgesloten worden door enorme=20 stormvloedkeringen. Onze dijken en keringen zijn bestand = tegen zeer=20 zware stormvloeden. Dat wil zeggen tegen = stormvloedomstandigheden=20 die gemiddeld maar eens in de 4.000 tot 10.000  jaar = voorkomen.=20 Het is echter niet zo dat we alles wat minder erg is, = achteloos over=20 ons hoofd kunnen laten waaien. Er zullen altijd stormvloeden = voorkomen waarbij dijken ernstig kunnen worden aangetast = door zware=20 golfaanval, sterke getijstroom of overslaand water. =

Het is=20 de taak van de Stormvloedwaarschuwingsdienst - afgekort = SVSD, wat=20 eigenlijk StormVloed Sein Dienst betekent - de dijk- en=20 keringbeheerders en de behoeders van de openbare veiligheid = in te=20 lichten, als er gevaarlijke hoogwater­peilen worden = verwacht. De=20 SVSD is 24 uur per dag klaar om in actie te komen; altijd = dus.=20 Nauwlettend volgt ze de ontwikkeling van het getij aan de = kust=20 tijdens zware stormen, speciaal bij windrichtingen tussen = Zuidwest=20 en Noord. Ze maakt verwachtingen op van de kritieke = hoogwaters en=20 geeft tijdig waarschuwingen uit naar de beherende = instanties. De=20 SVSD neemt zelf geen maatregelen om de waterkering te = verdedigen;=20 dat moet de beheerder doen.

Er zijn drie peilen, = waarbij,=20 bij verwachte overschrijding hiervan, door de SVSD actie = wordt=20 ondernomen. Het eerste en laagste peil is het = voorwaarschuwingspeil.=20 Bij waarschuwing van de SVSD worden door de dijkbeheerders=20 maatregelen van zeer beperkte omvang genomen. Het tweede = peil is het=20 waarschuwingspeil. Bij overschrijding van dit peil worden = diverse=20 maatregelen genomen. Het derde en hoogste peil is het=20 alarmeringspeil. Indien de SVSD een overschrijding van dit = peil=20 verwacht worden er verder strekkende maatregelen getroffen. = De SVSD=20 zal dan de dijkbeheerders alarmeren en dijkbewaking = adviseren. De=20 voorwaarschuwing, waarschuwing of alarmering = (dijkbewakingsadvies)=20 vervalt indien de waterstanden in de gehele sector, rekening = houdend=20 met looptijd, na het betreffende hoogwater weer lager zijn = geworden=20 dan het aangegeven (voor)waarschuwingspeil c.q. = alarmeringspeil.=20 Indien voor het volgende hoogwater weer een overschrijding = van een=20 bepaald peil wordt verwacht, zal de SVSD opnieuw waarschuwen = c.q.=20 alarmeren. Omdat de tijdstippen van hoogwater verschillen en = een=20 storm ook zelden langs de kust even zwaar is, heeft men de=20 kuststreek verdeeld in sectoren. In elke sector is een = basisstation=20 aangewezen.

De regels voor het (voor)- waarschuwen c.q. alarmeren = per=20 sector zijn als volgt:

Het KNMI maakt dagelijks=20 opzetverwachtingen voor het getij. De SVSD wordt al = ge=C3=AFnformeerd=20 wanneer het verwachte hoogwater in een basisstation het = zogenaamde=20 'informatiepeil' zal overschrijden; dit peil ligt nog 40 tot = 50 cm=20 beneden het waarschuwingspeil. Doorgaans informeert het KNMI = de SVSD=20 een uur of vijftien voordat die waterstand optreden = zal. De=20 dienstdoende getijhydroloog van de SVSD besluit op grond van = de=20 verkregen informatie en van zijn ervaring of hij wel of niet = zal=20 overgaan tot het bemannen van het waarschuwingsbureau, het=20 actiecentrum van de SVSD. Is de verwachting dat het = waarschuwings-=20 c. q. alarmeringspeil zal worden bereikt of overschreden dan = wordt=20 het bureau bezet. Wordt het bureau niet bezet dan is de = verwachting=20 dat het wel meevalt of dat hoogstens het = voorwaarschuwingspeil wordt=20 bereikt of overschreden. In dit laatste geval zal de = getijhydroloog=20 de diensten die op de voorwaarschuwingslijst vermeld staan = opbellen.=20 Afhankelijk van het tijdstip zal hij dit thuis of vanaf zijn = werkplek doen. Het betekent echter niet dat hij daarna kan = gaan=20 slapen of achterover kan gaan leunen. De getijhydroloog = blijft het=20 getij nauwlettend volgen. Stel dat het bureau bezet wordt en = dat de=20 verwachting is dat waarschuwingspeilen in een of meer = sectoren=20 vermoedelijk zullen worden overschreden, dan licht het hoofd = van de=20 SVSD zijn chefs in en gaan de waarschuwingen en/ of = alarmeringen uit=20 - zo vroeg mogelijk en in ieder geval ongeveer 12 uur = voordat=20 het bedoelde hoogwater zal optreden. De dijkbeheerders = hebben dan=20 nog voldoende voorbereidingstijd.

Wie wordt = gewaarschuwd?=20

In de kustprovincies:

- Waterschaps- en=20 Hoogheemraadschapsbesturen
- Beheersdiensten van de=20 Rijkswaterstaat
- Provinciebesturen
- Crisiscentra en = alarmcentrales
- Andere belanghebbenden.

Als er=20 alarmeringen zijn uitgegaan, worden er bekendmakingen = omgeroepen in=20 het nieuws op radio en televisie. Bij dijkbewaking worden = doorgaans=20 de volgende maatregelen getroffen:
- Crisisstaven worden = geactiveerd
- Dijklegers worden opgeroepen, posten = bemand
-=20 Coupures worden gesloten
- Stormvloedkeringen worden = gesloten

3Dgolfaanval=20 Het ANP maakt via radio en televisie bekend in = welke=20 sectoren dijkbewaking is afgekondigd. Ook op teletekst = worden deze=20 bekend gemaakt. De mensen die in die sectoren wonen, weten = dan dat=20 zij via de radio en televisie nadere informatie kunnen = verwachten.=20 Zo is de maximale waakzaamheid bereikt. Hoe het in elk = afzonderlijk=20 geval verdergaat en afloopt, kunnen we hier natuurlijk niet=20 voorspellen. Doorgaans wordt de schade beperkt tot wat = duinafslag.=20 De mensen halen opgelucht adem, zeker als ze de = watersnoodramp van=20 1953 van dichtbij hebben = meegemaakt.
